In an attempt to revive the Oct. 1998 accords brokered in the U.S. by Pres. Clinton at Wye River, Md., it was planned that 40 percent of the West Bank was to be handed over to Palestinians by Jan. 2000. The accord was signed and revived peace talks between Israel and Palestine. It established a Sept. 2000 deadline for a final peace agreement; simultaneously, 200 Palestinian prisoners were released.  3

Barak, Arafat, and Clinton met in Oslo, Norway. This was the first meeting in 11 months for Israel, the Palestinian National Authority, and the United States.  4
