Formation of the Organization of Arab Petroleum Exporting Countries (OAPEC), a parallel organization to OPEC that consisted of only Arab countries. The members were Kuwait, Libya, Saudi Arabia, Algeria, Bahrain, Egypt, Iraq, Qatar, Syria, the United Arab Emirates, and Tunisia.  1

Amendment of the PLO Charter to emphasize the role of armed struggle as the PLO's chief strategy. At the same time, al-Fatah emerged as the supreme faction. Its leader, Yasir Arafat, was later elected as PLO chairman (Jan. 3, 1969). Over the next decade, the Palestinians conducted a worldwide terrorist campaign against Israeli targets and citizens. The PLO believed that violent methods were necessary to keep the world from forgetting the plight of the Palestinians and to maintain pressure on Israel.  2
