After seven months of deliberation, the U.S. government rejected the pleas of members of the U.S. Cuban community that six-year-old Elian Gonzalez be granted refugee status. The government's order that the boy be returned to his father in Cuba ended a legal battle that began with the child's rescue after his fleeing mother died in a shipwreck off the coast of Florida.  1
