Cuban-Soviet trade relations (excepting oil shipments) were halted because the two nations lacked the hard currency needed to trade. Relations were resumed six months later (June 12) under a new barter agreement.  1

After the execution of Eduardo Díaz Betancourt (amid widespread international condemnation) for acts of terrorism against Cuba, Castro initiated a crackdown on dissidents. This raised human rights abuses in Cuba to their worst level in over a decade.  2
 
Sept. 18
 
The U.S. tightened its trade embargo by forbidding foreign subsidiaries of U.S. companies from trading with Cuba.  3
