An attempt to assassinate Rudi Dütschke, the leader of the Socialist Students' League, resulted in widespread violence, with demands for university reforms rapidly growing into demands for abolishing the existing democratic regime, establishing student and worker soviets, and opposing the passage of the emergency laws.  1

The Bundestag passed the Emergency Powers Bill, which, among other things, allowed the use of armed forces to help police in the event of insurrection.  2

Formation of a new Communist Party. The old party had been banned in 1956, and the new one was obliged to conform to requirements of the security laws.  3
