The Western Allies established a military security board to supervise German disarmament and demilitarization.  1
 
March 19
 
The Soviet-sponsored People's Council in eastern Germany approved a draft constitution for a Democratic Republic of Germany and called for the election of a People's Congress.  2
 
April 8
 
The three Western powers agreed on an Occupation Statute for western Germany, which assured the Germans considerable self-government while reserving far-reaching powers to the occupation authorities. Simultaneously, dismantling provisions were eased and numerous industrial restrictions were removed, to meet the German demand for greater economic freedom.  3
