The Spanish Supreme Court ruled that regional autonomous governments should control administrative areas such as education, linguistic, and health policy. Nevertheless the balance of power between the center and the periphery in Spain (most notably between Catalonia and the Basque country and the central government) remained a contentious political, social, economic, and cultural issue well into the 1990s.  1

After a poor showing in the 1982 elections, party leaders dissolved the Union of the Democratic Center (UCD) and authorized those 12 deputies that had been elected to the Cortes to join other parties.  2

Abortion law: the Cortes passed a bill legalizing abortion under certain circumstances. The bill was strongly opposed by the Church and the rightest Popular Alliance and did not enter into force until August 1985.  3
 
Nov. 30
 
A bill was passed that, while maintaining the king's role as commander of the armed forces, established overall political control of the military under the office of the prime minister.  4
