| France and Germany agreed to form a joint army corps of at least 35,000 soldiers. The force, known as the European Corps, was to be operational by October 1995, was intended to operate under the umbrella of the Western European Union (See Oct. 20–23), and was to be open to other WEU members. | 2 |
