In multiple referendums, Latvia, Bulgaria, and Lithuania changed national legislation in accordance with EU standards. Latvia voted to ease its difficult language requirements for citizenship that had been mainly directed at the ethnic Russians living there (See 1998, Oct. 3). Bulgaria and Lithuania abolished the death penalty.  1
