The EU issued plans to implement an Economic and Monetary Union (EMU), including the establishment of a single currency for all members by 2003.  1

The EU leaders agreed to call the new currency the euro and to put it into use in trade debts as soon as possible after its launch on Jan. 1, 1999. They planned to introduce the currency itself by 2002.  2
