Defense and foreign ministers agreed to set up a joint military force of the WEU that could be deployed in response to requests from the Conference on Security and Cooperation in Europe or from the UN.  2

The EFTA signed a free trade agreement with Israel, the first with a non-European nation, to go into effect on Jan. 1, 1993.  3

The Convention on Minority and Regional Languages, designed to preserve regional languages and promote their official use, was opened for signature by the member states of the Council of Europe and was signed that day by 11 of the 27 members.  4

The WEU extended full membership to Greece and observer status to Denmark and Ireland. The WEU extension policy tied in with its growing role as the forum for Western European defense cooperation and its strengthening links with the EC.  5
 
Dec. 10
