COMECON member countries agreed to abolish two of the organization's most important functions: multilateral cooperation and the coordination of economic planning. Trade relations between member countries were to be conducted primarily on a bilateral basis.  1
 
June 7
 
Warsaw Pact meeting in Moscow focused on transforming pact given collapse of European communism. Hungary prepared to leave the Pact.  2
 
June 13
 
Joint declarations of cooperation were signed by the EFTA and Czechoslovakia, Hungary, and Poland.  3
 
June 19
 
The Schengen Agreement. Belgium, France, West Germany, the Netherlands, and Luxembourg signed an agreement in Schengen on the abolition of mutual border controls. The agreement to advance the introduction of a single internal market within the EC was joined by Italy in November and by Spain and Portugal in June 1991.  4

Hungary became the first Eastern European country to join the Council of Europe.  5
 
Nov. 8
 
The Convention on Money Laundering and Confiscation of the Proceeds of a Crime was signed by half of the member states of the Council of Europe. The convention aimed at simplifying the exchange of evidence and information, and making the laundering of drug money a crime.  6
 
Nov. 19–21
 
Warsaw Pact member countries and NATO member countries signed an unprecedented treaty on Conventional Armed Forces in Europe and endorsed a joint declaration renouncing the use of force.  7
 
Dec
 
The Rome Summit and European Political Union (EPU). Heads of state of the 12 members of the Council of Europe established a broad framework for negotiations at parallel intergovernmental conferences on political union and on economic and monetary union. On political union, key issues included strengthening the role of the European Parliament and the concept of European citizenship, and possible security and defense policies.  8
