The Council of Education Ministers approved the Erasmus program, designed to provide grants for EC students to study in other member countries and to establish a European university network.  2

The Single European Act went into force. The act included measures to provide the EC with its own “adequate, stable and guaranteed” resources by allowing the EC to access a percentage of member countries' gross national product (GNP).  3
