The council of the European Free Trade Association approved the statutes for a $100 million Industrial Development Fund to help Portuguese industry over a five-year period.  1

The Warsaw Pact's draft treaty on a pledge against the first use of nuclear weapons and a proposal for “freezing” the membership of the two military alliances were both rejected by NATO.  3

A 16-article Convention on the Suppression of Terrorism was adopted by the Committee of Foreign Ministers of the Council of Europe and signed by all members except Ireland and Malta. The convention was to facilitate the extradition and persecution of perpetrators of terrorist acts. Ireland and Malta finally signed the convention in 1986 (on Feb. 24 and Nov. 5, respectively).  4
