The Treaty of Accession to the European Communities was signed by the prime ministers of the United Kingdom, Ireland, Denmark, and Norway. A Norwegian referendum rejected membership in September, while the other three countries ratified the treaty, to go into effect Jan. 1, 1973.  1

A convention to establish the European University Institute in Florence was signed, following the agreement reached in Brussels Nov. 16, 1971.  2
