The Washington Conference met. Adm. Kat Tomosabur (1861–1923), Shidehara Kijr (1872–1951), and Prince Tokugawa were the delegates from Japan. By these accords, Japan agreed to build no more three vessels for every five constructed by the U.S. and five by Great Britain.  4
