Marius employed the popularis tribune, L. Appuleius Saturninus, to secure a land bill for his veterans. When electoral violence broke out, the senate passed the SCU against Saturninus and his followers, who were arrested by Marius and killed by a mob.  2

The tribune M. Livius Drusus proposed a comprehensive program that included a grain bill, a colony bill, mixed senatorial-equestrian juries, and, most important, Roman citizenship for the now desperate and bellicose Italian allies. United opposition voided Livius's laws, Livius himself was assassinated, and the Italians prepared for a war of secession against Rome.  3
