After 1922 industry and the economy as a whole developed more rapidly, and there was comparative political stability. By 1928 industrial output had gone up 56 percent as against 1919; consumer and extractive industries still predominated. Romania remained primarily agricultural, however. Moreover, despite economic growth, conditions for both workers and peasants remained difficult.  1

The new constitution abolished the three-class system of voting and introduced the direct, secret ballot. Substantial civil liberties were also instituted such as freedom of the press and equality of all ethnic groups.  2
