After years of discussion, the National Assembly adopted a system of social insurance. Recognizing some problems in the law, however, the government announced plans for two follow-up laws, the final law of which established France's system of welfare (April 30, 1930). The final National Workmen's Insurance Law insured 9 million workers against sickness, old age, and death. Workers contributed 3 percent of wages, employers an equal amount. The state contributed in some cases. | 2 |

The franc was devalued from 19.3¢ to 3.92¢, this being a disguised repudiation of about four-fifths of the national debt. The measure hit the rentier class hardest and explains later opposition to further devaluation. | 3 |
