The DÁIL ADOPTED A CONSTITUTION, providing for a two-chamber parliament (a senate, with a 12-year term, one-fourth renewable annually, with suspensive veto; a chamber of deputies, popularly elected and with exclusive power in financial affairs; the lower chamber to elect the president).  1

The constitution went into effect, and the Irish Free State was officially proclaimed.  2
