Beveridge Report. This report, authored by Sir William Beveridge, called for an extension of social services from “cradle to grave” and for the systematic maintenance of full employment as a postwar government policy.  1

Growing support in by-elections for candidates of the Commonwealth Party, founded by Richard Acland, indicated dissatisfaction with the government's social policy. Churchill's broadcast of March 22 advocating a four-year plan for postwar reconstruction revived the government's popularity.  2
