With Asquith's refusal to form a coalition government with the Conservatives, J. Ramsay MacDonald formed Britain's first Labour government. His largely inexperienced cabinet was unable to deal effectively with unemployment and other domestic issues. Their one success was the Housing Act, which followed the pattern of the Conservative housing program.  1

The general election turned out a great victory for the Conservatives, owing largely to the so-called Zinoviev letter (Oct. 25), by which the Third International allegedly instructed British subjects to provoke revolution.  3
