The press law was revised, and severe libel regulations were added to it.  1

A newly organized peerage was created with 500 members to provide a basis for an upper house of the Diet; it was made up of former feudal lords and court nobility. The Chichibu rebellion erupted when poor farmers demanding debt relief attacked local moneylenders and bureaucratic offices. The Liberal Party was dissolved.  2

A coup d'état by the pro-Japanese liberal party in Korea occurred, and the Japanese envoy and his troops were forced out of Korea by the Chinese.  3
